Read Explanation:
Comptroller and Auditor General (CAG) of India
Background and Appointment:
The Comptroller and Auditor General (CAG) is an independent constitutional authority in India.
Article 148 of the Constitution of India provides for the appointment of the CAG.
The President of India appoints the CAG, usually based on the recommendation of the government.
The current CAG, as of October 2024, is Girish Chandra Murmu.
He assumed office on 8 August 2020.
Role and Responsibilities:
The CAG audits all receipts and expenditures of the Union and State governments.
He audits government companies, corporations, and bodies substantially financed by the government.
The CAG's audit reports are submitted to the President, who causes them to be laid before both Houses of Parliament.
State audit reports are submitted to the Governor, who causes them to be laid before the State Legislature.
The Public Accounts Committee (PAC) and the Committee on Public Undertakings (COPU) of Parliament scrutinize these reports.
Tenure and Qualifications:
The CAG holds office for a term of six years or until the age of 65, whichever is earlier.
The CAG is eligible for reappointment.
The CAG can be removed from office in a manner similar to that of a Judge of the Supreme Court of India, i.e., by an order of the President based on proved misbehaviour or incapacity, upon an address in the same session laid by both Houses of Parliament.
The CAG is debarred from holding any office under the Government of India or any State Government after he has vacated his office.
