Action-Based Exercises (also known as "live exercises," "functional exercises," or "full-scale exercises") are designed to simulate a real-world disaster scenario as closely as possible. Unlike discussion-based exercises like Table-Top Exercises (TTEx), which focus on planning and discussion, action-based exercises involve:
Physical Deployment: Emergency responders, personnel from various agencies (police, fire, medical, etc.), and volunteers physically move to designated locations.
Use of Equipment: Actual emergency vehicles, communications equipment, medical supplies, and other resources are deployed and used as they would be in a real event.
Realistic Conditions: The exercise attempts to mimic the stress, time pressure, and environmental factors of a real disaster, often using moulage (simulated injuries), props, and role-players.
Operational Testing: These exercises rigorously test the operational capabilities of plans, procedures, and systems, identifying logistical challenges, communication breakdowns, and resource limitations in a practical setting.
