(A) Capacity, building and training programs: This is a primary function of NIDM, which includes planning and promoting training for government officials, professionals, and various stakeholders.
(B) Research and documentation on disasters: This is a primary function, mandated by the Disaster Management Act, 2005, which includes documenting best practices and developing a national-level information base.
(D) Developing national-level guidelines for disaster management: This is a primary function of NIDM, as it acts as a 'think-tank' providing policy assistance and facilitating the development of guidelines and plans.
(C) Commanding and deploying the NDRF (National Disaster Response Force): This is NOT a function of NIDM. The National Disaster Management Authority (NDMA), which is the apex body chaired by the Prime Minister, holds the general superintendence, direction, and control of the NDRF. The NDRF is a specialized response force, and its operational command and deployment are handled by the NDMA and its executive body.
