The Act focuses on measures that are "necessary or expedient for effectively handling disasters," which includes:
Prevention of danger or threat of any disaster.
Mitigation or reduction of risk or its severity or consequences.
Capacity-building (training, resources).
Preparedness to deal with any disaster.
Prompt response to any threatening disaster situation or disaster.
Assessing the severity or magnitude of effects of any disaster.
Evacuation, rescue, and relief.
Rehabilitation and reconstruction following a disaster.
While environmental restoration might be a part of post-disaster rehabilitation or reconstruction, the Act's scope is specifically tied to the management of disasters. Broad, long-term environmental projects that are not directly related to recovering from a specific disaster fall outside its direct mandate.
