One of the key strategies of the 14th Five-Year Plan (2022-2027) for higher education in Kerala is to modernise and enhance the system of higher education to build a knowledge society and provide Kerala's youth with the best forms of skilled employment available in a modern economy.
This overarching strategy encompasses several specific objectives:

Fostering a Knowledge Economy: Emphasizing the application of science, technology, and cutting-edge skills to drive growth in various sectors, including higher education.
Skill Development and Employability: Designing the higher education system to equip youth with the skills demanded by a modern, high-employment, and productive economy. This includes improving the quality and relevance of courses to enhance employability.
Attracting Talent and Expertise: Initiatives like the "Brain Gain Programme" and "Erudite Scholar-in-Residence Programme" aim to leverage diaspora knowledge and attract renowned scholars, indicating a focus on global engagement and intellectual enrichment within the higher education sector.
Quality Enhancement and Accreditation: Introducing measures like the State Assessment and Accreditation Centre (SAAC) and Kerala Institutional Ranking Framework (KIRF) to ensure and improve the quality of higher education institutions.
Digital Transformation: Supporting digital enablement of Higher Education Institutions (HEIs) through training and infrastructure to facilitate online learning platforms.
